The GCP offers teachers and students the opportunity to participate in online collaborative projects. Online collaborative projects are projects in which information and communication technologies are utilised to enable participants to communicate and collaborate on a common task. The use of these technologies enables teachers to extend the learning experiences of their students beyond the traditional boundaries, physical locations, resources and timetables of schools

In November of 1994, The Directorate of School Education in Victoria agreed to support the Whalesong Foundation's design of a 2 year plan to co-ordinate and implement a Statewide telecommunications project for *all* Victorian Schools based on the I*EARN Model. .
