"Aspirational" Climate Change Agreement Agreed At APEC. (AHN) - Pacific Rim countries meeting at this week's 21-nation Asia Pacific Economic Cooperation (APEC) meeting have agreed on an "aspirational" carbon emissions reduction target of 25 percent by 2030.
